General Waste Collection Guidelines

  1. Highland Park residents may choose to participate in either the volume based program or flat monthly rate service.
    1. Click here for program option details.
    2. Participation in one of the programs is mandatory.
       
  2. For all programs, refuse is collected at the back door, and recycling at the top of the drive.
     
  3. The revenue from waste collection funds the recycling program.
     
  4. Residents using the Subscription Service are allowed two 33-gallon cans or bags per pickup.
    1. Additional cans or bags exceeding the two can limit must have a sticker affixed to them.

  5. Waste collection stickers along with yard waste bags are available at the following retailers in the City

  6. Veolia Environmental Services observes the following holidays.
    1. New Years Day
    2. Memorial Day
    3. Independence Day
    4. Labor Day
    5. Thanksgiving Day
    6. Christmas Day
       
  7. Depending on the holiday, and the day of the week on which it falls, your collection may be delayed one day.

  8. Please have all material out for collection no earlier than 7:00 P.M. the day before, and no later than 7:00 A.M. on your collection day.

Refuse Service Options

  1. Volume Based Refuse Service
    1. Residents receive no bill, they only pay for what is thrown out.
    2. For each 33 gallon container or bags of refuse, a sticker must be affixed in order for it to be collected.
    3. Refuse and recycling will be collected on the resident's scheduled collection day.

    4. Recycling will be collected even if no refuse is placed out for collection for the week.
       
  2. Once-Per-Week Refuse Subscription Service
    1. Residents will be billed every four months.
    2. Residents are allowed two 33-gallon refuse containers per week.
    3. Unlimited recycling will be collected once-per-week.
    4. If residents have more than two 33-gallon refuse containers, additional containers will require a refuse sticker to be collected.
       
  3. Twice-Per-Week Refuse Subscription Service
    1. Residents will be billed every four months.
    2. Residents will be allowed two 33-gallon containers twice-per-week.
    3. Refer to the collection map.
      1. The area your home is in is your primary day.
      2. Refuse, recycling and yard waste are collected.
      3. If Monday is your primary day, your 2nd refuse collection day is Thursday.
      4. If Tuesday is your primary collection day, your 2nd refuse collection day is Friday.
      5. Recycling and yard waste are only collected on your primary day.
    4. The same rules apply to the definition of disposal units as noted below.
       
  4. Low Income Refuse Service
    1. Residents will be billed every four months.
    2. Residents will receive once-per-week refuse and recycling service.
    3. Please contact the City's Finance Department at 847-432-0800 for eligibility requirements.

Refuse and Yardwaste Prices

  1. The following prices are effective September 1, 2006 - August 31, 2007:
    1. Volume based stickers
      1. $2.69 each.
    2. Once per week Refuse Subscription service
      1. $27.49 per month
    3. Twice per week Refuse Subscription Service
      1. $42.85 per month
    4. Low Income (once per week)
      1. $13.43 per month
    5. Yard Waste Subscription Service
      1. $187.78 per year (April 1 - December 15th)
    6. For each subsequent year of the five - year contract the prices may be adjusted slightly due to changes in the Consumer Price Index.

Waste Collection Schedule

  1. The city is divided into four quadrants for determining collection day.

Solid Waste Collection Guidelines

  1. The following items are considered one disposal unit:
    1. Waste containers or plastic bags no larger than 33 gallons in capacity; no heavier than 50 pounds in weight.
       
  2. The following must be at curbside for collection:
    1. Small bundles of debris such as carpeting and wood should be no larger than 4 feet in length or weigh over 50 pounds.
       
  3. Please note: Our drivers cannot enter garages for collection.
     
  4. Special Pick Ups for Larger Items
    1. Large items such as furniture and appliances, or larger amounts of construction debris can be picked up by arranging a special pick up.
    2. Please call Veolia Environmental Services at 847-272-4145 prior to putting the waste out for collection.
    3. Special pick ups are done on the same day as regular service and must be at the curbside for collection.
    4. Veolia ES will provide an estimate of charges in advance of collection so that arrangements can be made for payment of pick ups.
       
  5. Note: We will continue to provide the city wide free bulk spring clean up. Watch for details in city notices.
     
  6. Items we cannot collect
    1. No liquid waste of any kind.
    2. No toxic or hazardous waste such as car batteries, acids, caustics, flammable or explosive materials.
    3. No propane tanks from barbecue grills or potentially harmful wastes can be collected.

Yardwaste Collection Guidelines
  1. Yard waste is collected once per week from April 1st until December 15th on resident's normal pick up day.
     
  2. Yard waste cannot be mixed with normal waste for collection.
     
  3. Plastic bags cannot be used.
     
  4. Yard waste must be at the curb to be collected.
     
  5. If participating in the yard waste service, one waste sticker must be affixed to:
    1. Kraft paper bag limited to 50 pounds of yard waste.
    2. Bundles of brush or branches no longer than 4 feet in length or weighing over 50 pounds.
      1. Branches cannot exceed 3 inches in diameter.
    3. 33 gallon container limited to 50 pounds.
       
  6. Large stumps, branches, dirt and rocks are not considered yard waste.
     
  7. Volume - Based Yard Waste Service
    1. Similar to the volume - based refuse program; residents only pay for what is thrown out.
    2. For every 33-gallon container or paper bag set out for collection, a sticker must be affixed.
      1. This sticker is the same as the refuse sticker.
         
  8. Yard Waste Subscription Service Residents pay a set amount for the entire yard waste collection season.
    1. Unlimited yard waste will be collected.

Recycling Collection Guidelines

  1. The following items are accepted in the recycling program.
    1. Paper Products
      1. Newspapers (and all inserts)
      2. Junk Mail
      3. Magazines
      4. Chipboard
      5. Office Paper
      6. Telephone Books
      7. Paper Grocery Bags
      8. Corrugated Cardboard
        1. cut up no larger than 2' X 2'
    2. Rigid Products
      1. Aluminum Cans
      2. Steel Cans
      3. Plastic Milk Jugs
      4. Glass Bottles and Jars
      5. Tin Cans
      6. Paint Cans (empty)
      7. Soda Bottles
    3. Plastics as follows

    PETE:  Peanut butter jars, soft drink bottles

    HDPE:  Milk jugs, laundry detergent jugs

    PVC:  Shampoo bottles, window cleaner bottles

    LDPE:  Lids from coffee cans, six pack rings

    PP:  Yogurt cups, syrup bottles, margarine tubs

     

  2. Please be sure to rinse clean all containers.
     
  3. Place your paper products under some of the heavier bottles and jars when putting your recycling out to prevent papers from being windblown.
     
  4. Common Items that are not Accepted
    1. Containers for Motor Oil
    2. Pesticides or Chemicals
    3. Pizza Boxes
    4. Hangars
    5. Window Glass
    6. Plastic Bags
    7. Packing Peanuts
    8. Plastic Wrap
    9. Diapers
    10. Polystyrene Code #6
    11. Plastics Coded #7
       
  5. Containers that are mixed with garbage and improperly prepared recyclables will be tagged with a notice and left.
